SUDA is one of the development authority constituted by Government of Gujarat under section 22(1) of the Gujarat Town Planning and Urban Development Act-1976 for preparation of Development Plan and T.P. Scheme in Urban Areas. SUDA covers 195 villages surrounding to SMC and SMC too.

- Chief Town Planner or his representative not below the rank of Senior Town Planner – Ex-Officio Member
- Collector, Surat District Surat – Ex-Officio Member
- District Development Officer Surat, District Surat – Ex-Officio Member
- Municipal Commissioner, Surat – Ex-Officio Member
- Chairman of the Standing Committee of Surat Municipal Corporation – Member
- President, Surat District Panchhayat, Surat. – Member
- President,Kanakpur-Kansad Nagarpalika – Member
- City Engineer, Surat Municipal Corporation – Ex-Officio Member
- Chief Executive Authority – Chief Executive Authority / Member Secretary To be appointed by the State Government
